M3 is aimed at improving research in the field of robotics with four special routines – "design tools", "production", "control" and "demonstration of prototypes, which are distributed effort between commercial organizations and universities.

M3 is not aimed at replacing the existing projects, and is intended merely to better organize them. DARPA expects that the initiative will create cheaper, reduced in size and technologically advanced robots.
